Daniel M. Fisher-Owens

Daniel M. Fisher-Owens specializes in U.S. export controls, economic sanctions, and customs. He has worked extensively on counseling, licensing, regulatory, and enforcement matters relating to import and export controls, sanctions, and other restrictions administered by the U.S. Departments of Commerce, State, Treasury, Homeland Security, and Nuclear Regulatory Commission. Mr. Fisher-Owens has extensive expertise in the controls governing defense articles, chemical and biological agents, oilfield tools, aircraft, telecommunications products, information technology, tubular and flat steel products, and semiconductor test equipment. He has published articles on U.S. export control restrictions governing military and dual-use technology transfers - so-called deemed exports - to foreign nationals.

In addition, Dan has expertise counseling clients on compliance with U.S. antiboycott laws, the Foreign Corrupt Practices Act ("FCPA") and U.S. anti-money laundering legislation, including the USA PATRIOT Act. He also has experience counseling foreign governments in international negotiations, including advising the Kingdom of Morocco on various aspects of its free trade agreement negotiations with the United States.

Dan earned his J.D. from Georgetown University Law Center, graduating cum laude in 1999. He also holds an M.A. in Islamic History from the University of Chicago, and was an exchange scholar at Harvard University while completing pre-dissertation Ph.D. requirements at the University of Chicago. Dan earned his A.B. from Dartmouth College, graduating cum laude in 1992.

Dan is fluent in Arabic and has lived and worked in Egypt and the West Bank. He is also fluent in Spanish and has a working knowledge of Persian and French.
